Bedriftsintern opplæring - BIO Trøndelag 2026

Bedriftsintern opplæring (BIO) Trøndelag is a grant scheme run by Trøndelag fylkeskommune. The page states it "skal bidra til kompetansehevingstiltak i bedrifter" (shall contribute to competence-raising measures in companies): support is to be used for raising the competence of employees so the applying company can carry out necessary restructuring ("nødvendig omstilling"), for example a change in the company's production or establishment in new markets.

Who can apply. The target group is "bedrifter og enkeltpersonforetak med ansatte lokalisert i Trøndelag" (companies and sole proprietorships with employees located in Trøndelag). Companies may apply together if the competence measure is shared. A company cannot take part in more than one BIO-financed project at the same time, and a company that has received BIO support before must have new professional content in a new application to receive support again.

What can be funded. The page lists eligible costs as: (a) salary costs for training participants; (b) cost of buying services from an external competence provider and/or course fees; (c) travel, per diem, accommodation and project administration linked to the competence-raising measure, which together may amount to at most 10% of the measure's total cost. The page states this is support under the rules of the General Block Exemption Regulation (GBER) Article 31 – training aid ("opplæringsstøtte").

How much. The page states the application amount is "0 – 500.000 kr". For small companies and sole proprietorships (under 50 employees) the maximum is kr 300 000; for medium and large companies (from 50 employees and up) the maximum is kr 500 000. Maximum support per employee is kr 100 000. The grant shall not exceed 50% of eligible costs ("Tilskuddet skal ikke utgjøre mer en 50 % av støtteberettiga kostnader"). Project duration is up to 18 months ("inntil 18 måneder").

How and when to apply. The deadline is rolling ("Søknadsfrist: løpende"): applications can be submitted from when the scheme opens in January, and are processed as long as there is money left in the scheme; to have an application processed before Christmas it must be submitted by 1 December. Applications are created on www.regionalforvaltning.no and must include a description of the company's competence need and how the measure provides the necessary competence, the training-plan template ("Mal for opplæringsplan") with concrete descriptions, information on the external provider, a self-declaration of the company's financial situation, and the latest approved annual accounts.
