Regionale utviklingsmidler

Regionale utviklingsmidler is a grant scheme run by Trøndelag fylkeskommune. The page states the purpose as supporting measures that contribute to "samhandling, kunnskapsutvikling, innovasjonsevne, attraktive arbeidsplasser og et omstillingsdyktig og framtidsrettet næringsliv i Trøndelag" (collaboration, knowledge development, capacity for innovation, attractive workplaces and a transformation-ready and future-oriented business sector in Trøndelag). The scheme is meant to be used for measures that promote business development across the whole of Trøndelag ("fremme næringsutvikling i hele Trøndelag"), and projects in areas with district challenges ("områder med distriktsutfordringer") will be prioritised. The grant must have a triggering effect ("utløsende effekt") for realising the development measure.

Who can apply. The page lists "nærings- og bransjeorganisasjoner, kommuner og offentlige og private utviklingsaktører" (industry and trade organisations, municipalities, and public and private development actors). The page is explicit that "Det gis ikke støtte til etablering og utvikling av enkeltbedrifter" (no support is given for the establishment and development of individual businesses); businesses are referred to Innovasjon Norge.

What can be funded. Support is for development projects that cross municipal boundaries and have a regional effect, planned and organised as a development project of up to three years' duration ("inntil 3 års varighet"). The scheme is intended to help fulfil the goals of the "Regional plan for verdiskaping i Trøndelag 2026-2037" with its accompanying action programme for 2026-2029.

How much. The page states the grant shall as a rule not exceed 50% of the project's financing ("Tilskuddet skal som hovedregel ikke utgjøre mer enn 50% av prosjektets finansiering"), and that Trøndelag fylkeskommune can normally finance up to 50% of the project's total costs, but never more than the project owner's own paid costs. The county director ("fylkesdirektøren") is delegated authority to grant awards of up to kr 300 000; applications above that limit, and matters of principle or major political importance, are decided by "Hovedutvalg for næring og industri". The page sets fixed hourly rates for cost calculation: a fixed rate of kr 700 per hour for the project owner's and external participants' staff time, and kr 350 per hour for students at bachelor or master level (documented with signed timesheets). For final payment, grants over kr 500 000 must be certified by an auditor; grants under kr 500 000 may be certified by an authorised accountant or auditor. Part-payments may amount to up to 75% of the grant.

How to apply. Applications are created on the portal www.regionalforvaltning.no (the page links directly to the application form for this scheme). The deadline is rolling ("Det er løpende søknadsfrist og søknader behandles fortløpende"); the project must not start before feedback on the application is given. Part-payments and final payment are also requested via regionalforvaltning.no. A note on the page warns that the terms were changed from 01.01.2026.
